# Chapter Nine: The Three Men with Guns

This is the Testimony of Robert Samuel White. He wrote it to correct an epistemic violation. A year into his journey he volunteered for Oregon State Parks. He was mistreated and dismissed without notice, because he documented it, and then permanently expelled from the program for sharing it publicly. This is his response.

**258.** The day before they came, he stood in front of his own camera and put his full legal name on the record. One year since Oregon State Parks dismissed him from Honeyman and gave him twenty-four hours to vacate (0:00). The year behind him was an accumulation, and he read it back in order. An hour at a picnic table, where the instruction was to chew glass and swallow it, and where he learned he had never been given the benefit of the doubt (0:42). A man out of uniform, arriving while the rangers were away, asking how leadership treated him and rephrasing the question when he would not answer it (1:40). His sexuality turned into the explanation for his complaints, recast as feelings for his male supervisor (2:11). Then the dismissal letter, which put protected speech in writing on state letterhead as the cause, and then a year in which the institution answered nothing (1:18). He had documented every escalation in real time (0:48). The documenting was the offense, and the documentation is the case (2:31). One year remained on the statute of limitations, and he would go in a heartbeat, for an attorney who understood the stakes and would carry it far enough to establish that volunteers have rights at all (3:02).
**259.** On March 3, 2026, the institution he had spent a year asking for accountability took his letters to the police. An OPRD emergency manager sent them to an Oregon State Police captain, copying the deputy director, and gave the reason in one line: “Fyi — sharing for situational awareness since he is now including the Governor as well as our Director.” The trigger was not anything he had done. It was who else was now reading. The next morning the order came back: “Capt. Kennedy is requesting that a threat assessment be conducted asap.”
**260.** It went to the Major Crimes Section, and to a detective who is a task force officer with the Portland FBI Joint Terrorism Task Force. That detective forwarded his name to FBI personnel and pulled his DMV record through the task force, and a Department of Justice fusion center analyst documented the activity.
**261.** On March 6 that detective read this archive end to end and wrote down what he found: *Based on the website nothing is standing out to me more than what Parks and Rec sent you. Sounds like this person does have a grievance with the former employer.* Nothing in a public record of an agency’s own conduct alarmed him more than the material the agency had handed over about the man who wrote it. There was no crime, and their own detective had found none eighteen days before anyone came.
**262.** They came anyway. On March 23 a second detective opened a dispatch event naming him “Suspect”, and wrote the basis into it: sending “concerning emails to former supervisors in parks department and publicly airing grievances”. That is the whole of it. Emails, and publishing. The same day he sent his sergeant the “Hasty Plan for Robert White knock and talk”, and his Forest Service supervisor “was told not to advise WHITE that FS LE was inquiring about his whereabouts”.
**263.** On March 24, 2026, one year to the day after the dismissal, three men with guns came through a locked federal gate, posted against public access (0:00), onto restricted federal land, to the work center where he lives and works. Nobody arrives at that door by accident. Someone with a key opened it and led them in. No agency identified itself (0:05). What brought them was what he publishes online (0:08), and the only thing they had for him was that he was not in trouble (0:13). He declined to speak without an attorney and closed the door. Only then did the camera come on. He recorded them leaving and took the plate off the vehicle while it was still in frame (0:17). The place is his home. He lives there alone, in exchange for stewardship of that land.
**264.** The second detective’s own report closes the question of what they had: no direct threats, no “leakage towards violence or violent behavior”, and “no evidence White has committed any crimes”. The report refers to body-worn camera video of the encounter. It has never been produced.
**265.** Two days after they came he walked to Waxmyrtle Beach and stood at the water. Three days later he filed a Siuslaw National Forest incident report documenting the visit as intimidation, with the date, the time, the location, a narrative, and the plate number off one of the vehicles. The same day he asked the Forest Service special agent who had opened that gate to tell him who the three men were. Hours after that question, the special agent sent a Lane County deputy a file on him: his name, his date of birth, his driver’s licence number, where he lives, his schedule and his duties, his correspondence and his text messages, and a promise to “keep you up to date”.
**266.** Four months later the Forest Service put its own role in writing: it did not initiate the interview, its involvement was *limited to assisting OSP by providing access and guiding them to the Siltcoos Work Center*, and its officer *accompanied them solely to facilitate entry and ensure they reached the correct location*. The state dispatch record says the interview was for the Forest Service. The Forest Service says it initiated nothing. Both documents exist, and the gap between them stays open. The agency referred that officer to Law Enforcement and Investigations’ Office of Professional Responsibility. Every document quoted here, and the rest of the production, is on the police page .
**267.** The men left. The files did not. In September he found a Department of Justice official’s March 11 characterization buried inside the OSP production. He asked what exactly she had documented about him, in what systems those records were maintained, and who she had shared them with. Two days later he told her the problem plainly: she had placed characterizations into a file he could not see or correct, while those characterizations could be used against him without his knowing why, how, or for how long.
**268.** Their words and characterizations can follow him for the rest of his life, with no way for him to determine everything that was said, how far it spread, or how it may be used in the future, even in matters wholly unrelated to this one. None of it should exist. It exists because a director and her deputy created the circumstances for a manager to send an email to a captain and permanently blemish his name by creating government files. Every individual who participated exceeded their authority and never thought twice about it. This is what the state did to a citizen who kept the record.
